Las instituciones nacionales de derechos humanos como promotoras de una cultura en derechos humanos

    Las Instituciones Nacionales de Derechos Humanos cumplen fundamentalmente con dos funciones en materia de derechos humanos: proteger a las personas a partir de recomendaciones, garantizándoles una reparación si se comente una violación a sus derechos (función reparadora) y prevenir futuras violaciones a los derechos humanos (función preventiva). Sobre esta base están llamadas a ser los organismos que guíen hacia una cultura ciudadana a favor de los derechos humanos. Para lograr la culturización en derechos humanos se requiere educar en derechos a través de la educación formal e informal. En el caso de México, la Comisión Nacional de los Derechos Humanos es la institución encargada de realizar esta labor. Su posición flexible y dinámica, así como su autonomía dentro del Estado mexicano le dan la posibilidad de propiciar esa cultura. Es una institución de configuración diferente al sistema tradicional de impartición de justicia, por lo que hace que mantenga una línea de investigación enfocada en los derechos humanos. La culturización empieza por el ámbito nacional o interno y se debe extender hacia el exterior como un movimiento social internacional.

    National Human Rights Institutions have two main human rights functions: to protect people on the basis of recommendations, guaranteeing them redress if their rights are violated (remedial function) and to prevent future human rights violations (preventive function). On this basis, they are called upon to be the bodies that guide towards a citizen culture in favour of human rights. In order to achieve the culture of human rights, it is necessary to educate in rights through formal and informal education. In the case of Mexico, the National Human Rights Commission is the institution in charge of carrying out this work. Its flexible and dynamic position, as well as its autonomy within the Mexican State, gives it the possibility of promoting that culture. It is an institution with a different configuration from the traditional system of imparting justice, which means that it maintains a line of research focused on human rights. Culturization begins at the national or internal level and must be extended abroad as an international social movement.
