Intersticios geopolíticos: condicionantes de riesgo social

    El intersticio es un espacio en donde convergen tres o más estados (o municipios), con poca accesibilidad, poco desarrollo y escasos recursos naturales; con conflictos sociales e inestabilidad. Pueden identificarse intersticios con conflictos limítrofes, agrarios, socioambientales; y, entre otros, con grupos armados, narcotráfico y en regiones indígenas. Este concepto ha sido construido con base en estudios macroetnográficos (observación participante) en regiones del Estado de México y la sierra Tarahumara, por investigaciones previas y noticias de conflictos locales. Utiliza la cartografía oficial sobre rezago social, pobreza, marginación, población indígena, desarrollo humano y criminalidad. Los intersticios tienen condicionantes económicos y geográficos, pero la voluntad y responsabilidad políticas son ineludibles. Parecen ser “tierra de nadie” o espacios vacíos de poder debido a que no representan un interés económico ni político para el Estado; por el contrario, sí facilitan el desarrollo de capitales y grupos de poder fácticos que evaden/ corrompen las leyes o normas y ponen en riesgo a la población

    The interstice is a space where three or more states, or municipalities, converge, with low: accessibility, development and natural resources; social conflicts and instability. Interstices with conflicts can be identified: bordering, agrarian, socio-environmental; armed groups, drug trafficking and in indigenous regions, among others. This concept has been constructed based on macro ethnographic studies (participant observation) in regions of the Estado de Mexico and la sierra Tarahumara; previous investigations and news of local conflicts. It uses the official cartography, about: social backwardness, poverty, marginalization, indigenous population, human development and criminality. The interstices have economic and geographical conditions, but the political will and responsibility is unavoidable. They seem to be “no man’s land” or empty spaces of power, because they do not represent an economic or political interest for the State; on the contrary, they do facilitate the development of capital and factual power groups that evade / corrupt laws or regulations and put the population at risk
