Concentración del poder presidencial y crisis institucional: un análisis de los gobiernos de Fujimori, Menem y Uribe

    En América Latina, desde su proceso de redemocratización (1980), ha sido constante que el ejercicio del poder esté encabezado por gobiernos de estilo populista, como el caso de Perú con Fujimori, Argentina con Menem y Colombia con Uribe. En contextos de dificultades políticas y económicas, estos gobernantes buscan mayores atribuciones; para lo cual, el legislativo, las fuerzas militares y el pueblo, juegan un papel con el fin de lograr el aumento de poder en el ejecutivo. La intención del presente escrito es determinar la relación existente entre presidentes, congreso, pueblo y fuerzas armadas, y reflexionar sobre su papel en la búsqueda del aumento de poder en los jefes de Estado. Esta investigación tiene un enfoque institucional empírico y aborda el debate sobre el sistema presidencial en América Latina (Linz, 1985), que es una guía teórica para relacionar las variables y casos mencionados. El estudio muestra cómo la crisis institucional se profundiza a medida que líderes populistas, soportados en dicha crisis, promocionan la necesidad de apoyo para así conseguir más poder. La investigación puntualiza en la importancia de una reforma institucional direccionada a fortalecer el sistema democrático, que se blinde ante escenarios autoritarios.

    In Latin America, since its process of redemocratization (1980), it has been constant that the exercise of power is headed by populist-style governments, such as the case of Peru with Fujimori, Argentina with Menem and Colombia with Uribe. In contexts of political and economic difficulties, these governors seek greater attributions; for which, the legislature, the military forces and the people, play a role in order to achieve the increase of power in the executive. The intention of this paper is to determine the relationship between presidents, congress, people and armed forces, and reflect on their role in the search for increased power in heads of state. This research has an empirical institutional focus and addresses the debate on the presidential system in Latin America (Juan Linz, 1985), which is a theoretical guide to relate the aforementioned variables and cases. The study shows how the institutional crisis deepens as populist leaders, supported by this crisis, promote the need for support in order to gain more power. The research points out the importance of an institutional reform aimed at strengthening the democratic system, which is shielded by authoritarian scenarios.
