    El presente trabajo tiene como propósito analizar la aplicación de algunos artículos de la Carta Democrática Interamericana (CDI), en especial, aquellos contenidos en el capítulo IV de dicho instrumento titulado “Fortalecimiento y preservación de la institucionalidad democrática”. Si bien la CDI no es el único documento que tiene por objetivo la promoción y la defensa de la democracia representativa en el marco de la OEA, si es quizás el documento más importante y por lo menos, el que se ha aplicado de manera más extensa en los últimos dieciséis años en la región. Principalmente abordaremos las diversas situaciones que se deben configurar para la aplicación de la CDI y las competencias de los diversos actores y órganos de la Organización con relación a ella, todas ellas contenidas en dicho capítulo IV.

    The purpose of this paper is to analyze the application of some articles of the Inter-American Democratic Charter, especially those contained in Chapter IV of that instrument entitled “Strengthening and preserving democratic institutions.” Although the Charter is not the only document that aims to promote and defend representative democracy within the framework of the OAS, it is perhaps the most important one and, at least, the one that has been applied extensively in the region in the last sixteen years. We will mainly address the various situations that must be configured for the application of the Charter and the competencies of the various actors and organs of the Organization in relation to it, all of them within the scope of that chapter IV.
