El objetivo es analizar el tema del «control social» en dos dimensiones:
conceptual, que involucra su carácter polisémico; y empírica, ya que aplicado a Brasil en este momento de receso democrático – después de la ruptura del orden constitucional de 2016 –, pero en un contexto mundial de hegemonía conservadora y neoliberal, a la luz del modelo de acumulación flexible del capital.
Para esto, se analizará la construcción del Estado participativo y social brasileño desde la Constitución de 1988 hasta el momento actual de desestructuración de los derechos políticos y sociales, entre los cuales está el de controlar socialmente al Estado y a la Administración Pública: objetivo contrapuesto a las llamadas «reformas orientadas por el mercado» – vigentes en la década de 1990 y hoy resurgidas –, de la cual el «gerencialismo» fue un elemento destacado

The objective is to analyze the theme of “social control” in two dimensions:
conceptual, involving its polysemous character; and empirical, since applied to Brazil in this moment of democratic recess - after the rupture of the constitutional order of 2016 - but in a world context of conservative and neoliberal hegemony, in the light of the model of flexible capital accumulation. To this end, the construction of the Brazilian participatory and social state will be analyzed from the 1988 Constitution until the present moment of the destruction of political and social rights, among which is the social control of the State and the Public Administration: so-called “market-oriented reforms” - which were in force in the 1990s and today re-emerged - of which “managerialism” was prominent.
