El experimento liberal radical en Santander y la legislación electoral de 1857 y 1859 (Colombia)

  • Cuando se hace referencia al “experimento liberal radical” se está aludiendo a la expresión utilizada por el historiador canadiense David Church Johnson para sintetizar la puesta en práctica de todo el ideario liberal en Santander por parte de los más representativos caudillos de mitad de siglo XIX, los cuales rompen con el orden hasta el momento establecido y abren el camino a la constitución política nacional de 1863 (Johnson, 1994, 49-51). El estudio de este “experimento liberal radical” llevado a cabo en el Estado de Santander y el análisis de las legislaciones electorales de 1857 y 1859, que enmarcan su puesta en práctica, son los aspectos centrales del presente artículo, pues a partir de este marco reflexivo se podrán entender los orígenes del Estado Santandereano, la pugna política partidista en el ámbito local y nacional, y los detonantes de la reacción armada en las guerras civiles de 1859 y 1860-1862. Esto brindará argumentos para comprender el papel preponderante del marco constitucional y de la legislación electoral como herramientas de control político, en un Estado donde conservadores y liberales se disputaban el control de las instancias políticas vigentes.AbstractWhen somebody makes reference to the “experiment radical liberal”, they are making reference to the expression used by the Canadian historian David Church Johnson to synthesize the setting in practice of the whole ideal liberal in Santander on the part of the most representative leaders of half of XIX century, which break up with the order until the established moment and they open the route to the national political constitution of 1863 (Johnson, 1994, 49-51). The study of this “experiment radical liberal” carried out in the State of Santander and the analysis of the lectoral legislations of 1857 and 1859 that frame their setting in practice, are the central aspects of the present article, because starting from this reflexive mark they will be able to understand the origins of the “Estado Santandereano”, the partisan political conflict in the local and national environment, and the explosive of the armed reaction in the civil wars of 1859 and 1860-1862. This will offer arguments to understand the preponderant paper of the constitutional mark and of the electoral legislation as tools of political control in a State where conservatives and liberals disputed the control of the effective political instances.
