    En el presente trabajo el autor se introduce en el debate acerca de la vigencia del Principio de Subsidiariedad en la actividad del Estado Empresario en el art. 19 N° 21 de la Constitución, aquí presenta por un lado a las posturas que lo afirman y por otro lado los argumentos con que lo niegan, en seguida cuestiona ambas opiniones tratando de presentar una propia, para finalmente buscar solucionar el problema de fondo proponiendo una interpretación al texto señalado y manifestar su apreciación acerca del debate

    In this paper, the author enters the debate about the validity of the Principle of Subsidiarity in the Business State Activity in the art. 19 No. 21 of the Constitution. Here presents on one hand the positions that claim it and on the other hand the arguments that deny it, then questions both opinions trying to present their own, to finally seek to solve the underlying problem proposing an interpretation of the text indicated and express their appreciation about the debate
