La eficiencia y eficacia socioeconómicas de la gestión de las Cooperativas no Agropecuarias en Cuba

    El logro de niveles de eficiencia y eficacia socioeconómicas, constituye un objetivo central de la política económica de Cuba. Se trata de un tema vital para el redimensionamiento del modelo económico, que aún no ha tenido una respuesta desde la teoría y la práctica empresarial cubana.  En el VI Congreso del PCC se aprobaron los Lineamientos de la Política Económica y Social del Partido y más recientemente en el  VII Congreso fueron actualizados, reafirmándose la necesidad de identificar y aprovechar potencialidades y reservas que contribuyan a elevar la eficiencia y eficacia de los procesos que se desarrollan en todas las formas de  gestión.  El papel de las cooperativas en la economía cubana, exige implementar mecanismos que permitan  la evaluación de la eficiencia y eficacia económica productiva y social que realizan, para lo cual se considera esencial, proponer un sistema de indicadores de eficiencia y eficacia en las Cooperativas no Agropecuarias de  Pinar del Río que tribute a alcanzar resultados positivos en el ámbito económico y social. En el trabajo se realiza una valoración de los conceptos de eficiencia, eficacia y efectividad y su importancia para la gestión cooperativa, se propone un sistema de indicadores de eficiencia y eficacia para las CNoA, que contribuya al perfeccionamiento de su gestión económico y social, con  la intención de contribuir al perfeccionamiento de su proceso de administración y reflexionar sobre los elementos que hoy interfieren en sus resultados y atentan contra el auto sostenibilidad de dichas empresas.

    The achievement of levels of efficiency and socioeconomic effectiveness, it constitutes a central objective of the economic politics of our Country. It is a vital topic for the redimensioning of the economic pattern that has not still had an answer from the theory and the Cuban managerial practice. In the I SAW Congress of the PCC and more recently the VII Congress, in those that were approved and they modernized the Limits of the Economic and Social Politics of the Party, the necessity is reaffirmed of to identify and potentialities and reservations that contribute the efficiency and effectiveness of the processes that are developed in all the administration forms to rise to take advantage. The paper of the cooperatives in the Cuban economy, demands to implement mechanisms that allow the evaluation of the efficiency and productive and social economic effectiveness that carry out, for that which is considered essential, to propose a system of indicators of efficiency and socioeconomic effectiveness in the non-Agricultural Cooperatives of Pinegrove of the River that it pays to reach positive results in the economic and social environment. In the work he/she is carried out a valuation of the concepts of efficiency, effectiveness and effectiveness and their importance for the cooperative administration, he/she intends a system of indicators of efficiency and effectiveness of the CNoA that it contributes to the improvement of their economic and social administration, with the intention of to contribute to the improvement of their administration process and to meditate on the elements that today interferes in its results and they attempt against the car sustainability of this companies.
