La reforma política que Costa Rica necesita: la propuesta de Poder Ciudadano ¡ya!

    El régimen político en Costa Rica está en franca crisis y en el centro de ello está el Parlamento, cuya credibilidad está muy erosionada. Poder Ciudadano ¡Ya! considera que la primera y más urgente de las reformas por acometer es modificar cómo elegimos a nuestros diputados. Proponemos un sistema que conserve la proporcionalidad (que los votos se traduzcan en un número proporcional de escaños) pero que ofrezca representatividad (que el elector conozca a su representante, que su voto cuente como expresión de su preferencia y que haya rendición de cuentas). Después de mucho estudio y reflexión, proponemos la adopción del Sistema Mixto Proporcional (SMP), modelado sobre el sistema en vigor en Alemania desde 1949 y en Nueva Zelanda desde 1994

    The political regime in Costa Rica is clearly in crisis and the Congress is at its core. The credibility of Congress is highly eroded. Citizen Power Now! believes that the first and most urgent reform to be addressed is to reform how we elect our Congress members. We propose a system that maintains the proportion (the number of votes have to be proportional to the number of seats obtained in Congress) but also that offers representativeness (the elector knows the candidate, his/her vote is an expression of his/her preference and there needs to be accountability). After a long and thorough study and reflection, we propose the adoption of a Proportional Mixed System (SMP), following the model currently in effect in Germany, which has been in place there since 1949 and in New Zealand since 1994
