    A partir de la transcripción de un artículo del historiador costarricense Luis Fernando Sibaja Chacón, con ocasión del bicentenario de las elecciones municipales costarricenses, referido a las primeras elecciones populares llevadas a cabo en Costa Rica, en diciembre de 1813, por así ordenarlo la Constitución de Cádiz; este documento describe los cambios legislativos introducidos en el sistema electoral municipal desde 1998 hasta 2009, tanto en el Código Municipal como en el Código Electoral de 2009. De igual manera, resume las características de la elección municipal que se realizarán en febrero de 2016; particularmente las referidas a la participación ciudadana, al número y nivel territorial de los partidos participantes y, a sus actuales desafíos para integrar los gobiernos locales, dada la importancia del gobierno local como espacio democrático

    Based on the transcription of an article by the Costa Rican historian, Luis Fernando Sibaja Chacón, on the bicentennial of the Costa Rican municipal elections, referenced by the first popular elections that were carried out in Costa Rica on December 1813 by mandate of the Cadiz Courts, this document describes the legislative changes introduced by the municipal electoral system from 1998 to 2009, both in the Municipal Code as well as in the Electoral Code of 2009. Likewise, it summarizes the characteristics of the municipal elections that will be carried out in February, 2016, particularly the ones related to citizen participation, the number and territorial level of participating parties and the current challenges to integrate the local governments provided the importance of the local government as democratic space
