    O artigo cuida da relação entre as mutações constitucionais e o princípio da segurança jurídica. Diferencia as alterações formais e informais da Constituição, e os limites que o aspecto dinâmico das mutações encontra no programa normativo dos dispositivos constitucionais e nos direitos fundamentais. Por isso, discorre acerca do princípio da segurança jurídica, através do qual a relação entre o Estado e os indivíduos é enfatizada. Analisa as dimensões objetiva e subjetiva da segurança jurídica e sugere que esta pode ser um limite para eventuais abusos de poder e um caminho para demandas de estabilização das decisões governamentais.Palavras-chave: mutação constitucional, segurança jurídica, direitos fundamentais.

    The article deals with the relation between the principle of legal certainty and the constitutional mutations. It differentiates formal and informal changes in the Constitution and the limits that the dynamic aspect of the mutations encounters in the normative program of constitutional provisions and in the fundamental rights. For that reason, it discusses the principle of legal certainty, whereby the relation between State and individuals is emphasized. It analyzes the objective and subjective dimensions of legal certainty and suggests that this principle may be a limit to possible abuses of power and a path to requests for stabilization of government decisions.
