    Solemos pensar que algunas instituciones son universales y para siempre. Una de ellas: la polícía. Siempre ha habido algún guardián. El "para siempre" o "de siempre" es muy relativo en términos históricos. Y también la policía es parte de un proceso histórico. Así la hemos enfocado nosotros, dentro del desarrollo del control social. Del mismo modo, la puesta en marcha de un cuerpo policial profesional expresa un profundo cambio social. Del mismo modo, la puesta en marcha de un cuerpo policial profesional expresa un profundo cambio social. Por eso mismo resulta sorprendente que en los estudios sobre la formación territorial de nuestra Provincia no sea un tema tratado con anterioridad. Evidentemente, el considerar como "natural" la función policial puede ser también interpretado como un éxito hegemónico de la ideología que la crea.

    Por todo esto, hemos intentado presentar la policía como una parte del entramado de control social. A la vez, nos parecía interesante describir cómo éste se fue conformando en un ambiente de crisis. Y no es casualidad que nuestro interés se produzca ahora, en otro momento igualmente crítico, que también nos permite reflexionar, por un lado, sobre los elementos actuales de control social y, por otro, sobre las definiciones que se aplican para desarrollar ese mismo control. Así, muchos de los comportamientos y de las directrices que alumbraron el nacimiento de la policía en Gipuzkoa se nos hacen muy familiares en la actualidad.

    We are prone to believe that some institutions are universal and forever. One of which is the police, as there has always been some sort of guardian. The "forever" or "as in the past" is very relative in historical terms. And the police is also part of a historical process, which is how we have approached it, within the development of law enforcement. The introduction of a professional police force likewise expresses a far-reaching social change. It is therefore surprising that this area has not been previously considered in the studies on the territorial organisation of our province. Obviously, considering police work as "natural" can also be interpreted as a hegemonic success of the ideology that it creates.

    Therefore, we have sought to present the police as a part of the law enforcement structure. In turn, we believe it to be of interest to describe how this took shape in a time of crisis. And it is no coincidence that our interest is now, at another equally critically time, which also allows us to reflect, on the one hand, on the definitions that are applied to develop that same control. Thus, much of the conduct and many of the guidelines that underpinned the police force being established in Guipuzkoa are very familiar to us nowadays.
