Este informe analiza los nuevos esquemas financiación de proyectos sostenibles que se están desarrollando en distintas partes del mundo bajo fórmulas de colaboración público-privada. El principal objetivo del informe es identificar los elementos clave de estos esquemas basados en estructuras de gobernanza y colaboración y soluciones de financiación innovadoras, para extraer conclusiones y presentar recomendaciones aplicables al País Vasco.

Se analizan los nuevos esquemas de financiación, incluyendo los actores involucrados (desde entidades públicas e instituciones financieras hasta empresas, ciudadanía y asociaciones y entidades del tercer sector), las nuevas herramientas de financiación verde (contratación pública innovadora, bonos verdes, esquemas de crowdfunding, soluciones basadas en la naturaleza, etc.) y los nuevos esquemas de colaboración público–privada (3P “verdes”, con foco específico en actividades y proyectos sostenibles, y 4P, que involucran de forma activa en la financiación y/o gestión de proyectos sostenibles al tercer sector y, particularmente, a fundaciones con carácter filantrópico o de mecenazgo). Los esquemas 4P permiten atraer capital a proyectos hacia donde resulta difícil canalizar capital privado en áreas medioambientales. Se revisa también con detalle el caso de la ciudad-región de Greater Manchester, donde se puso en marcha un mecanismo de financiación novedoso estructurado en torno al fondo Greater Manchester Environment Fund (GMEF), con una gobernanza colaborativa público-privada del GMEF muy innovadora y que está permitiendo incrementar el flujo de financiación privada y expandir rango de proyectos con impacto medioambiental positivo.

This report analyzes the new financing schemes for sustainable projects that are being developed in different parts of the world under public-private partnership formulas. The main objective of the report is to identify the key elements of these schemes based on innovative governance and collaboration structures and financing solutions, in order to draw conclusions and present recommendations applicable to the Basque Country.

The new financing schemes are analyzed, including the actors involved (from public entities and financial institutions to companies, citizens and third-sector associations and entities), the new green financing tools (innovative public procurement, green bonds, crowdfunding schemes, nature-based solutions, etc. ) and the new public-private collaboration schemes (green 3P solutions, with a specific focus on sustainable activities and projects, and 4P schemes, which actively involve the third sector and, particularly, philanthropic entities, in the financing and/or management of sustainable projects). 4P schemes make it possible to attract capital to projects where it is difficult to channel private capital in environmental areas. The case of the city-region of Greater Manchester is also reviewed in detail, where an innovative financing mechanism structured around the Greater Manchester Environment Fund (GMEF) was put in place, with a novel public-private collaborative governance of the GMEF that is allowing to increase the flow of private financing and to expand the range of projects with positive environmental impact.

Txosten honek munduko hainbat lekutan lankidetza publiko-pribatuko formulez baliatuz garatzen ari diren proiektu jasangarrien finantzaketa eskema berriak aztertzen ditu. Txostenaren helburu nagusia da gobernantza eta lankidetza egitura eta finantzaketa soluzio berritzaileetan oinarritutako eskema horien funtsezko elementuak identifikatzea, ondorioak ateratzeko eta Euskal Autonomia Erkidegoan aplika daitezkeen gomendioak egiteko.

Finantzaketa eskema berriak aztertzen dira, hainbat ikuspegitatik: tartean dauden eragileak (erakunde publikoak, finantza erakundeak, enpresak, herritarrak eta hirugarren sektoreko elkarteak eta erakundeak), finantzaketa berdeko tresna berriak (kontratazio publiko berritzailea, bonu berdeak, crowdfunding eskemak, naturan oinarritutako irtenbideak, etab.), eta lankidetza publiko-pribatuko eskema berriak (3P “berdeak”, arreta jarduera eta proiektu jasangarrietan jartzen dutenak, eta 4P, proiektu jasangarrien finantzaketan eta/edo kudeaketan hirugarren sektorea eta, bereziki, filantropian edo mezenasgoan aritzen diren fundazioak modu aktiboan inplikatzen dituena). 4P eskemei esker, kapital pribatua ingurumen arloetara bideratzea zaila denean, proiektu horietara kapitala bideratzea lor daiteke. Era berean, Greater Manchester hiri-eskualdearen adibidea xehetasunez aztertu da. Bertan, finantzaketa mekanismo berritzaile bat eratu zen, Greater Manchester Environment Fund (GMEF) funtsaren inguruan. Funts horrek lankidetza publiko-pribatuko gobernantza berritzaile bat du eta finantza pribatuaren fluxua areagotzea lortu du, ingurumenean eragin positiboa duten proiektuen irismena hedatzeko.
