    Este artículo tiene por objeto exponer la progresión del Principio de Justicia Universal en el ordenamiento español. En primer lugar se ubicará la cuestión en el contexto amplio. Luego se expondrá la historia legislativa del art. 23.4 LOPJ y sus reformas más significativas. Se demostrará como se ha abandonado la concepción absoluta del principio de Justicia universal para derivar hacia un sistema de justicia universal aplicada restrictivamente. Esa aplicación restrictiva se basa en la relevancia del principio de subsidiariedad y el desarrollo de los requisitos para actuar. En primer lugar, estableciendo puntos de conexión y después las excepciones a la no concurrencia de puntos de conexión o "necesidad de intervención". Se llega así, al análisis de futuro de las ventajas y problemas con las que la aplicación de la última reforma ha ido planteando a lo largo del último año.

    This article aims to explain the progression of the principle of universal jurisdiction in Spanish law. First the question will be placed in the larger context. The legislative history of 23.4 LOPJ and its most significant reforms. It will be shown as abandoned the absolute conception of the principle of universal justice to derive towards a system of universal justice applied restrictively. That restrictive application is based on the importance of the principle of subsidiarity and the development of requirements to act. First, establishing "points of connection" and then the exceptions to the non-attendance the "points of connection" or "need for intervention."
