Dinámicas territoriales del emprendimiento LEADER en Aragón (España) (periodo 2014-2020)

    En el medio rural aragonés, el emprendimiento autónomo se consolida como una vía clave para la creación de empleo y actividad económica. El nuevo Programa LEADER 2023-2027, inmerso en un proceso de redefinición, busca superar las barreras que han dificultado la participación de colectivos como mujeres y jóvenes, además de seguir siendo una herramienta fundamental para apoyar el emprendimiento autónomo en estos territorios. Así, este trabajo plantea una serie de preguntas para contribuir en este proceso de redefinición del Programa LEADER: ¿Cómo influye el nivel de desarrollo de los municipios rurales en el reparto de los proyectos y de las inversiones protagonizadas por emprendedores autónomos? ¿Cuál es el rol que desempeñan los jóvenes y las mujeres dentro del grupo de los autónomos? Para responder a estas preguntas, se realiza un análisis cuantitativo a partir de la base de datos completa e interna del programa LEADER del Gobierno de Aragón en el periodo 2014-2020 y del Índice Sintético de Desarrollo Territorial (en adelante, ISDT) elaborado por el Gobierno de Aragón. Los resultados muestran una mayor concentración de las iniciativas e inversiones de emprendimiento autónomo en los municipios de mayor entidad y nivel de desarrollo, aunque existiendo importantes diferencias por sexo y edades.

    In the rural areas of Aragon, self-employment is consolidating as a key way to create employment and economic activity. The new LEADER 2023-2027 programme, immersed in the process of redefinition, seeks to overcome the barriers that have hindered the participation of groups such as women and young people, as well as continuing to be a fundamental tool for supporting self-employment in these territories. Thus, this paper poses a series of questions to contribute to this process of redefinition of the LEADER programme: How does the level of development of rural municipalities influence the distribution of projects and investments led by self-employed entrepreneurs? What is the role played by young people and women within the group of self-employed? To answer these questions, a quantitative analysis is carried out using the official database of the LEADER programme of the Government of Aragon for the period 2014-2020 and the Synthetic Index of Territorial Development (ISDT) prepared by the Government of Aragon. The results show a higher concentration of self-employment initiatives and investments in the municipalities with the highest level of development, but with significant differences by gender and age.
