Del ‘aguapetróleo’ a la protesta popular: el paro cívico del 13 de abril de 1983 en Barrancabermeja

    En este artículo se estudia el paro cívico del 13 de abril de 1983 en el municipio de Barrancabermeja, especialmente a partir de la revisión, sistematización y análisis de la prensa que registró la jornada de protesta antes, durante y después del 13 de abril de 1983 —Semanario Voz Proletaria, Vanguardia Liberal, El Espectador y El Tiempo—, además de informes, comunicados públicos y otras fuentes documentales. El artículo está estructurado en cuatro apartados: inicialmente, se presenta un breve abordaje contextual y teórico de los paros cívicos en Colombia en la década de los años 80; el segundo, describe las causas históricas, los debates políticos y la organización del paro cívico; en el tercer apartado, se expone el desarrollo y desenlace del paro cívico, resaltando las acciones colectivas, los elementos culturales de la protesta y la respuesta de las élites políticas del municipio; y en el cuarto se explican a modo de conclusión los principales aspectos positivos del paro cívico, la base del éxito de la protesta y los elementos de análisis que permitirían nuevas investigaciones del movimiento cívico y los conflictos socioambientales en el municipio de Barrancabermeja.

    This article studies the Civic Strike of April 13, 1983, in the municipality of Barrancabermeja, especially from the review, systematization, and analysis of the press that recorded the day of protest before, during, and after April 13, 1983 —Semanario Voz Proletaria, Vanguardia Liberal, El Espectador and El Tiempo—, in addition to reports,public communiqués, and other documentary sources. The article is structured in four sections: initially, a brief contextual and theoretical approach to civic strikes in Colombia is presented, with emphasis on the decade of the 1980s; the second,describes the historical causes, political debates, and the organization of the civic strike; in the third section, the development and outcome of the civic strike are presented, highlighting the collective actions, the cultural elements of the protest and the response of the political elites of the municipality; and in the fourth, the main positive aspects of the civic strike, the basis for the success of the protest and the elements of analysis that would allow further research on the civic movement and socio-environmental conflicts in the municipality of Barrancabermeja are described by way of conclusion.
