Speculators and smugglers in the area found it very profitable to move corn to Portugal to supply the allied countries in the midst of World War I. These measures lead to the shortage of supplies in the local markets in the Val de Miñor and the consequent rise in prices, which gave rise, in the summer of 1917, to a riot in the town of Baiona, led by the popular classes with a large participation of women, and tensions in the other municipalities of the county.
