  El coneixement de la naturalesa humana prové d'un procés d'inferència basat en l'experiència i, consegüentment, no gaudeix del mateix nivell de certesa que el que prové de l’estricta raó humana. Aquesta incertesa sobre la naturalesa humana tindrà, al seu torn, conseqüències polítiques, al no poder-se obtenir un coneixement demostrable sobre la mateixa. Això implica una limitació intrínseca per a l'acció sobirana a l'hora d'introduir les restriccions necessàries per a mantenir la pau. Perquè la impossibilitat de modificar la naturalesa dels individus impedeix assolir la immortalitat artificial de les repúbliques sobiranes.

  Knowledge of human nature is inferred by experience and therefore does not enjoy the same level of certainty as knowledge that is the product of strict human reason. This uncertainty about human nature, in turn, will have political consequences if we cannot obtain demonstrable knowledge about human nature. This is an insurmountable cons-traint on sovereign action to introduce the necessary restrictions to maintain peace because the impossibility of reforming human nature precludes the artificial immortality of sovereign commonwealths.
