    • NATO is often misleadingly labelled a military organisation and thus is typically associated with military might and, in the words of Joseph Nye, hard power. However, NATO is first and foremost a politicalmilitary organisation, with the primacy of politics at its core – and military strength as a means to an end, not an end it itself. Therefore, soft power and the ability to attract, co-opt, and persuade are key features of the organisation.
