Entre el “optimismo” y el “pesimismo”. La Unión Industrial Argentina ante la primera etapa del MERCOSUR

    La primera etapa del MERCOSUR se caracterizó por implementar una zona de libre comercio mediante un rápido programa de reducción arancelaria que dio lugar a un incremento del comercio principalmente entre Argentina y Brasil. Este trabajo analiza la mirada de la Unión Industrial Argentina, la principal asociación de empresarios industriales, ante los efectos del proceso de integración. Al igual que con el programa de convertibilidad monetaria aplicado por esos tiempos, apoyaron el proceso para luego negociar situaciones específicas derivadas de la apertura rápida. Dudas e incertidumbres sobre el MERCOSUR se combinaron con el sueño poder exportar al gigante sudamericano.

    The first stage of MERCOSUR' life was characterized by the implementation of a free trade area through a tariff reduction program that led to an increase in trade mainly between Argentina and Brazil. This article analyzes the perspective of the UIA- Argentine Industrial Union, the main association of industrialists, regarding the effects of the integration process. As they did with the monetary convertibility program applied at that time, the Argentine industrialists supported the process overall and only negotiated specific situations derived from it. Doubts and uncertainties around MERCOSUR were balanced by the dream of being able to export to the south american giant, Brazil.
