    • With this paper the authors aim at understanding the decision of the Employers' Group (EG) at the International Labour Conference (ILC) of the ILO to question the recognition of the right to strike within the ILO Conventions on freedom of association, concentrating on its real reasons. Their main assumption is that the EG at the ILC wanted to attack the ILO's monitoring system - and more particularly the role played, within the latter, by the Committee of Experts on the Application of Conventions and Recommendations (CEACR) - in order to obtain a powers rebalance in the Organisation. This conclusion is based on different considerations related to the increasing significance gained by the CEACR with regard to the implementation of the core labour standards inside and outside the ILO.
