  • A serious reflection on the role of policies for labour regularity regarding health and worker safety requires that the "systems" of supervision and control should be investigated as a priority. Supervision and control represent one of the main tools of prevention. They express a concept necessarily declined "in the plural", including both the activities reserved to public authorities, the actions defined by the management and the organisation model of the company. It deals with dimensions linked by a dynamic-functional relationship, according to which, still before the activation of the external tools, it is exactly the inside business model ex d.lgs. n. 81/08 which should enforce appropriate mechanisms of protection. The purpose of the essay is to address some of the key issues of the systems of supervision and control in health and safety of workers in order to verify the degree of effectiveness achieved in terms of prevention strategy.
