To be a transformational leader is to be able to inspire change positively in those who follow them. In general, they are enthusiastic, passionate, and full of energy. They are not only involved and focused on the process of each follower, but also the individual success of each follower. The objective of this study is to determine to what extent the application of the transformational leadership program improves the organizational culture of the Provincial Municipality of Huaura. The methodology is a quantitative, experimental, quasi-experimental design. The period of data collection was specific, a pre-and post-test. The sample consisted of 60 workers of the Provincial Municipality of Huaura and was divided into two groups, the Control Group (30 people) and the Experimental Group (30 people), applying a 20-question questionnaire The instrument was validated by 3 experts, and the reliability, according to Cronbach’s Alpha, had a coefficient of 0,856. It was concluded that the application of a transformational leadership program significantly improves the organizational culture of the workers of the Provincial Municipality of Huaura.
