  • In the context of global environmental change, safety, equity and financial implications offloods are big. To find durable solutions we must look at the entire problem, not only climate changebut also land use change. Through international examples, in this paper we analyzed how movingthe narrative from “global environmental change” to “climate change” is now shifting the responsibility for risk reduction and might compromise disaster risk reduction efforts in the near future.
