    La búsqueda de un mundo seguro es uno de los principales objetivos que la Organización de las Naciones Unidas (ONU) recogió en su Informe del Milenio. La máxima es el nuevo enfoque global que deben recibir las materias relacionadas con la seguridad, pues los retos enfrentados han cambiado, y la guerra, el terrorismo y la delincuencia hacen que el escenario atienda conflictos complejos y multidimensionales necesarios para responder a esos a nuevos desafíos. Por ello, en el presente artículo se analizará la situación actual con respecto a leyes de seguridad ciudadana, donde se enfatizará en la Ley de Protección Civil y la Ley de Seguridad Ciudadana. Se observarán las múltiples críticas que la Ley de Seguridad Ciudadana, sobre todo, ha recibido. Se propondrá una solución en forma de medidas que conformen una estrategia de intervención de respuesta rápida, que facilite al gobierno el bien último: la convivencia en las calles.

    The search for a safe world is one of the main objectives that the United Nations (UN) collected in its Millennium Report. The maxim is the new global approach that matters related to security should receive, since the challenges faced have changed, and war, terrorism and crime make the scenario attend to complex and multidimensional conflicts necessary to respond to these new challenges. For this reason, this article will analyze the current situation regarding citizen security laws, where emphasis will be placed on the Civil Protection Law and the Citizen Security Law. The multiple criticisms that the Citizen Security Law, above all, has received will be observed. A solution will be proposed in the form of measures that make up a rapid response intervention strategy, which provides the government with the ultimate good: coexistence on the streets.
