Participación, sostenibilidad e intervención: limitaciones para la sociedad civil en la gestión pública del estado neoliberal chileno

    La sociedad civil en Chile se ha destacado históricamente por realizar servicios de asistencia social. Actualmente, se realizan diferentes prestaciones sociales, desde los albergues para el invierno hasta la entrega de servicios educacionales. En estas prestaciones, destaca la relación meramente económica que el Estado ha mantenido con ellas y el constante límite impuesto hacia la participación ciudadana, pese a los avances en la democratización y los ajustes menores al modelo económico durante la Transición. Si bien hoy existe normativas que hablan de la participación en la gestión pública, es objeto de críticas desde diferentes sectores de la sociedad civil, debido a la poca vinculación de dicha participación en las decisiones finales. Este artículo busca conocer el vínculo que el Estado chileno neoliberal y la sociedad civil organizada han mantenido desde la postdictadura (a partir de 1990) hasta nuestros días. Específicamente, se enfatiza en los dispositivos estatales y se usa como ejemplo el caso de las organizaciones de personas viviendo con VIH.

    Civil society in Chile has historically stood out for providing social assistance services and currently contributes with different social benefits, from shelters for the winter to the provision of educational services. In these benefits, the mere economic relationship that the State maintains with them and the constant limitations it imposes on citizen participation stand out, despite the progress of democratization and minor adjustments to the economic model during the transition. Currently, although there are regulations that imply participation in public management, they are criticized by different sectors of civil society, given the small effect of such participation in final decisions. This article aims to know, from the post-dictatorship (1990) to the present day, the link that the neoliberal Chilean state and the organized civil society maintain, with emphasis on state mechanisms and using the organizations of people living with HIV as an example.
