El desafío de la reparación integral de las víctimas del conflicto armado colombiano

    En 2018, la Ley 1448 de 2011 o Ley de Víctimas y Restitución de Tierras cumplirá 7 años de implementación. Según cifras oficiales, 8,4 millones de personas se han inscrito en el Registro Único de Víctimas y la inversión durante este periodo se acerca a los 9 billones de pesos. Sin embargo, la ley enfrenta diversos retos, entre ellos la sostenibilidad fiscal, el cumplimiento de las altas expectativas generadas sobre la política de ´reparación integral´, dadas las dimensiones del conflicto y el elevado número de diversidad de víctimas, y la implementación de los mecanismos que definió el Acuerdo de Paz para hacer efectivos los derechos a la verdad, justicia, reparación y no repetición.

    In 2018, Law 1448 from 2011 or mostly known as The Law of Victims and Land Restitution will be 7 years of implementation. According to official figures, 8.4 million people have registered in the Victims Registry and the investment during this period is close to 9 billion Colombian pesos. However, the law faces several challenges, among them fiscal sustainability, compliance with the high expectations generated on the policy of "integral reparation," given the dimensions of the conflict and the high number of victims, and the implementation of the mechanisms that the Peace Agreement defined to make effective the rights to truth, justice, reparation and non-repetition.
