    Este trabajo indaga los mecanismos y estrategias de influencia pacífica, y el accionar que Raúl Alfonsín desarrolló para incentivar la democratización en Paraguay y acompañar a la oposición en su demanda por la apertura democrática. Esto se desarrolló mediante diversas estrategias, que hemos organizado en dos ejes: la retórica democrática pública y el relacionamiento diplomático de perfil reservado. El primero consiste en la incorporación del factor democrático regional en las intervenciones públicas y los discursos presidenciales, realizados tanto en actos como en entrevistas y encuentros. El segundo fue la articulación diplomática. Esto incluyó tanto el relacionamiento con la oposición paraguaya, como la exigencia de que Stroessner garantizara los derechos de los exiliados retornados y la negación a tener una reunión con el dictador paraguayo si este no se comprometía a respetar mínimas garantías políticas y humanitarias. La falta de esto hizo que la reunión no se haya dado, aunque los Estados continuaron teniendo relaciones comerciales y representaciones diplomáticas. La destitución de Stroessner y la asunción al poder del general Andrés Rodríguez significó el apoyo de Alfonsín al proceso democrático paraguayo y la reactivación de las vinculaciones bilaterales, así como el avance de las negociaciones en vista a la integración regional.

    This paper analyzes the mechanisms and strategies of peaceful influence and the actions that Raúl Alfonsín developed to encourage democratization in Paraguay and to accompany the opposition in its demand for democratic opening. This was developed through different strategies, which we have organized in two axes: public democratic rhetoric and diplomatic relations with a reserved profile. The first consists of the incorporation of the regional democratic factor in public interventions and presidential speeches, both in events and in interviews and meetings. The second was diplomatic articulation. This included the relationship with the Paraguayan opposition, as well as the demand that Stroessner guarantee the rights of the returned exiles and the refusal to have a meeting with the Paraguayan dictator if he did not commit himself to respect minimum political and humanitarian guarantees. The lack of this meant that the meeting did not take place, although the States continued to have commercial relations and diplomatic representations.

    The removal of Stroessner and the assumption of power by General Andrés Rodríguez meant Alfonsín's support to the Paraguayan democratic process and the reactivation of bilateral ties, as well as the advancement of negotiations in view of regional integration.
