    • This paper is devoted to the subject of social engineering. Popper argued time ago that social action must be submitted to the rules of technological method. Thus according to Popper social action also must have a piecemeal character. I discuss the alleged entailment between piecemeal and technological method in the context of the holism-fragmentarism dichotomy. I argue that social actions can be considered from a quasi-holistic point of view. This way gets around many difficulties arisen from the technological perspective without being compelled to abandon the rationalistic perspective.
