    El diplomático español Juan Castrillo redactó un extenso informe en enero de 1970 titulado Informe sobre México, en el cual su primera parte se dedica a examinar en profundidad el sistema político mexicano. El destinatario de este informe era obviamente el Ministerio español de Asuntos Exteriores. Castrillo en su informe extenso evita las prisas y las presiones para ofrecernos un cuadro sistemático y muy bien elaborado de lo que era el sistema político mexicano hacia 1970, en pleno dominio como sabemos del PRI (Partido Revolucionario Institucional). Los temas fundamentales que aborda Castrillo son los siguientes: el dominio por el Poder Ejecutivo del Poder Legislativo, la relativa independencia del Poder Judicial, la sucesión presidencial por el mecanismo del tapado, la subordinación del movimiento obrero al gobierno político del PRI, el falso federalismo sustituido por un fuerte centralismo, el control de Ejército, las complejas y polémicas relaciones Iglesia-Estado, la profanización de las costumbres, y todos los logros conseguidos por el régimen del PRI resumidos en la estabilidad política y la prosperidad económica.

    The Spanish diplomat Juan Castrillo wrote an extensive report in January 1970 entitled Report on Mexico, in which the first part is devoted to an in-depth examination of the Mexican political system. The recipient of this report was obviously the Spanish Ministry of Foreign Affairs. Castrillo, in his extensive report, avoids haste and pressure to offer us a systematic and very well elaborated picture of what the Mexican political system was like around 1970, in full dominance as we know of the PRI (Institutional Revolutionary Party). The fundamental issues that Castrillo addresses are the following: the dominance of the Executive Branch of the Legislative Branch, the relativeindependence of the Judiciary, the presidential succession through the mechanism of hiding, the subordination of the labor movement to the political government of the PRI, the false federalism replaced by a strong centralism, the control of the Army, the complex and controversial Church-State relations, the profanation of customs, and all the achievements made by the PRI regime summed up in political stability and economic prosperity.
