Índice de Derechos Humanos en el Espacio Docente Asistencial: Una propuesta de evaluación del Observatorio de Educación Médica y Derechos Humanos

    INTRODUCCIÓN: El Observatorio de Educación Médica y Derechos Humanos de la Universidad Veracruzana (OBEME), centra esfuerzos y genera evidencias en torno a la ética y los derechos humanos en la educación médica para contribuir a visibilizar y atender los derechos humanos en el espacio docente asistencial (EDA).  OBJETIVO: Describir una propuesta de evaluación de los derechos humanos en la educación médica a partir de la construcción del Índice de Derechos Humanos en el Espacio Docente Asistencial (IDH-EDA) del OBEME. MÉTODO: Se diseñó un índice compuesto acerca de la evaluación integral anual del EDA que incluye, la medición del goce de los derechos a la educación médica, al trabajo digno y a la seguridad personal de internos, pasantes y residentes. El índice tiene una escala de cero a cien que resume la evaluación del goce de derechos en un resultado de lectura rápida, de fácil interpretación, y con el potencial de generar autoevaluación. Se aplicó la escala DERES original a internos (promociones de enero-diciembre 2023 y julio 2023-junio 2024), pasantes (promociones de febrero 2023-enero 2024 y agosto 2023-julio 2024) y residentes (promoción marzo 2023-febrero 2024) de la Universidad Veracruzana. RESULTADOS: el IDH-EDA del internado es de 56 y 51; en el servicio social de 63 y 69 y en la residencia de 54, respectivamente. Los resultados se han divulgado a través de los boletines elaborados exprofeso para ello. CONCLUSIONES: las primeras evaluaciones del IDH-EDA de la Universidad Veracruzana es de alrededor de la mitad del valor máximo, en el internado y las residencias médicas, y en el servicio social de dos terceras partes. Se tiene una medida que resume el goce de los derechos humanos en el espacio docente-asistencial, y un medio de difusión de este.

      Human Rights Index in the Teaching Care Space: an evaluation proposal from the Observatory of Medical Education and Human Rights INTRODUCTION: The Medical Education and Human Rights Observatory of the Universidad Veracruzana (OBEME) focuses its efforts on promoting ethics and human rights in medical education; it generates evidence on the enjoyment of human rights in the teaching-assistance space (EDA). OBJECTIVE: to present the Human Rights Index in the Teaching-Assistance Space (IDH-EDA) of the OBEME. METHOD: the annual comprehensive evaluation of the EDA carried out by the OBEME is considered, which includes the evaluation of the enjoyment of the rights to medical education, decent work and personal safety of interns, trainees and residents. With this evaluation, an index was generated (on a scale from zero to one hundred) that summarizes the evaluated index in a value that is easy to interpret, quick to read and that has the potential to generate self-evaluation. The original DERES scale was applied to interns (graduates of January-December 2023 and July 2023-June 2024), interns (graduates of February 2023-January 2024 and August 2023-July 2024) and residents (graduates of March 2023-February 2024) of the Universidad Veracruzana. RESULTS: The human rights index in the teaching and care spaces of the boarding school is 56 and 51; in social services it is 63 and 69; and in the residence it is 54, respectively. The results have been disseminated through the bulletins prepared specifically for this purpose. CONCLUSIONS: The first evaluations of the human rights index in teaching-assistance spaces that students of the Universidad Veracruzana have is around half of the maximum value, in the boarding school and medical residencies, and in social service of two thirds. There is a measure that summarizes the enjoyment of human rights in the teaching-assistance space, and a means of disseminating it.

    Since its creation, the Observatory of Medical Education and Human Rights (OBEME) of the Universidad Veracruzana has focused strategic efforts on the collection and systematization, analysis and dissemination of information and the promotion of ethics in medical education and human rights in medical education. Evidence generated through its presence shows a clear imbalance in the training process, essentially in the Teaching-Assistance Space (EDA), where students are often used as a labor force instead of projecting the training of medical students with a comprehensive and quality profile. Despite its efforts, medical training in Veracruz and other latitudes has shown a status quo or delay in actions to improve training conditions. The objective of this work is to present a new OBEME indicator and the first results of its application, to promote decision-making in favor of human rights in medical education: the evaluation of the teaching-assistance space.
