Resumen de Autonomía y bienestar en la toma de decisiones públicas
Preference utilitarianism sets out to provide a basis on which to reconcile the respective claims of political autonomy and welfare in public decisions. My first aim in this article is explain why it fails to do so. 1 then review Sen's capability approach for settling such a fundamental question as that of the most appropiate institutional forms for autonomy and welfare. 1 argue for the idea that a political system that takes public deliberation and bargaining seriously (such as the Habermasian approach fails to do) is most likely to promote both individual freedom and welfare. The intuitive idea drawn upon in my approach is that only public participation can ensure that government will act in the citizen's interest.
