    La Ley 21.430 promulgada en Chile ha significado, desde lo político y normativo, un avance decisivo hacia un sistema que tenga en el centro a los niños, niñas y adolescentes como sujetos de derechos. Sin embargo, y pese a su aspiración a constituirse en una ley marco que dé sustento y sea límite a toda política pública que les afecte, lo cierto es que estamos muy lejos de aquello, no solo por las alarmantes descoordinaciones, problemas presupuestarios y de implementación de sus órganos básicos, sino también por el desencuentro con numerosas normas que siguen vigentes y que supeditan los objetivos trazados en esta ley y su correlativa política pública. Bajo este prisma, en este trabajo se analizarán los elementos y características del Sistema de Garantías de la Niñez, su objetivo y función estructurante, así como diversos problemas de implementación

    From a political and regulatory point of view, Chilean Law 21.430 represented a decisive step towards a system that places children and adolescents at the center as subjects of rights. However, despite its ambition to become a framework law that supports and limits all public policies that affect them, the truth is that we are far from this, not only because of the alarming lack of coordination, budgetary problems and problems of implementation of its basic bodies, but also because of the disagreement with numerous regulations that are still in force and that subordinate the objectives outlined in this law and its correlative public policies. From this point of view, this paper analyzes the elements and characteristics of the system of guarantees for children, its objective and structuring function, as well as various problems of implementation
