    The call for a sovereign Europe is legally paradoxical since, within the Union, sovereignty belongs solely to the member states. Its real meaning is more political than legal: it is a call for an independent Europe. This can come about through a radical mutation of the European project, as the old continent should now accept to be a particular geopolitical community, rather than the draft of a universal republic. It should therefore both define this new identity and accept the rules of confrontation.

    L’appel à une Europe souveraine est juridiquement paradoxal car dans l’Union seuls les États membres sont souverains. Son véritable sens est plus politique que juridique : celui d’un appel à une Europe indépendante. Celle-ci passe par une mutation en profondeur du projet européen, le Vieux Continent devant désormais s’assumer comme une communauté géopolitique particulière et non comme l’ébauche d’une république universelle. Il lui faut donc à la fois définir cette identité et accepter les disciplines de la confrontation.
