El desarrollo organizacional como estrategia para recuperar la legitimidad del Estado en Latinoamérica

    A partir de una investigación documental, este artículo pretende responder las siguientes tres preguntas: ¿cuál es el nivel de legitimidad de los Estados en Latinoamérica en 2023 con base en indicadores de gobernanza?, ¿qué situación presenta el Estado de derecho en la región, incluyendo el combate a la corrupción? y ¿cuáles son los posibles aportes del desarrollo organizacional en la recuperación de la legitimidad del Estado latinoamericano? En lo que respecta a su estructura, en el primer apartado se presentan las características históricas de las organizaciones gubernamentales en América Latina, además de las posibilidades del desarrollo organizacional en la gestión pública. En el segundo se describe la metodología aplicada, en el tercer apartado se exponen los resultados alcanzados en lo que respecta a la legitimidad estatal y al Estado de derecho en la región, y en el cuarto se ofrece la discusión. Los resultados muestran una severa crisis de legitimidad de los gobiernos latinoamericanos y una evidente erosión del Estado de derecho, pero, a la vez, una oportunidad de revertir esta situación a partir del análisis y mejoramiento organizacional de las instituciones que los conforman.

    Based on documentary research, this article aims to answer the following three questions: ¿what is the level of legitimacy of States in Latin America in 2023 based on governance indicators?, ¿what is the situation of the rule of law in the region including the fight against corruption? and ¿what are the possible contributions of organizational development in the recovery of the legitimacy of the Latin American State? Regarding its structure, the first section presents the historical characteristics of government organizations in Latin America, in addition to the possibilities of organizational development in public management. The second describes the methodology applied, the third section presents the results achieved with regard to state legitimacy and the rule of law in the region, and the fourth offers the discussion. The results show a severe crisis of legitimacy of Latin American governments and an evident erosion of the rule of law, but, at the same time, an opportunity to reverse this situation through the analysis and organizational improvement of the institutions that comprise them.
