  • The paper analyses the issue of needs and their consideration within the legal framework. Beginning with an exploration of the meanings of the term «needs», the study delves into the relationship between needs and rights, with a particular focus on the Italian Constitution. It posits that the set of rights represents a catalogue of needs that the legal system aims to satisfy, with an eye to protecting human dignity. The paper further explores how needs are addressed by the legislature, the judiciary, and the administration. Special attention is given to the latter’s engagement in co-design and co-programming, as introduced by the Third Sector Code
