  • Resumen
    • The essay depicts, in a problematic key, the current governance of cybersecurity at the national level. The latter is the result of recent legislative implementation (also following European impulses) which culminated with the establishment of the National Cybersecurity Agency (Decree Law n. 82/2021). This Agency supports the relevant competences of the Presidency of the Council of Ministers through technical and operational functions, and it represents a central hub in the multilevel governance of cybersecurity. Although formally located outside the perimeter of the Intelligence System for the Security of the Republic, there are many points of contact between the two administrations (starting with the prime responsibility of the Presidency of the Council of Ministers). This is a circumstance that raises the need for more effective coordination in cybersecurity matters both within the government (with particular reference to the role of the interministerial committees involved, CIC and CISR), and in relation to the instruments of parliamentary oversight that can be exercised (which provide for the intervention not only of the parliamentary committees responsible for the subject matter but, in many cases, also of the Parliamentary Committee for the Security of the Republic, COPASIR).
