    Nuestra revista Telos, publicación científica cuatrimestral de la Universidad "Dr. Rafael Belloso Chacín", arriba a su cuarto año de circulación difundiendo el producto de la investigación y confrontación científica de la URBE y de la comunidad de invetigadores de la región. Tradicionalmente durante el mes de agosto las actividades docentes y de investigación disminuyen por el período de vacaciones en esta época del año. En la sede de la Revista TELOS, situada en el edificio de postgrado de la URBE, preparamos esta segunda edición con los artículos arbitrados durante el semestre pero en medio de un ambiente apacible y silencioso, nada parecido al que nos rodea el resto del año

    Our magazine Telos, a quarterly scientific publication of the "Dr. Rafael Belloso Chacín" University, reaches its fourth year of circulation, disseminating the product of research and scientific confrontation of the URBE and the community of researchers in the region. Traditionally, during the month of August, teaching and research activities decrease due to the vacation period at this time of year. At the TELOS Magazine headquarters, located in the URBE postgraduate building, we prepare this second edition with the articles refereed during the semester but in the middle of a peaceful and silent environment, nothing like the one that surrounds us the rest of the year.
