Resumen de La renuncia del socialismo a la reforma agraria en el sur de Europa: aproximación al caso andaluz

En plena transición a la democracia, las principales fuerzas políticas andaluzas decidieron incorporar en el primer Estatuto de Autonomía de Andalucía la obligación de la Comunidad Autónoma de acometer una reforma agraria que permitiera, entre otros avances, la corrección de la desequilibrada estructura agraria y el pleno empleo en el campo. Dado el mandato estatutario, el Partido Socialista Obrero Español - PSOE, vencedor de las primeras elecciones autonómicas celebradas en 1982, presentó al Parlamento andaluz un proyecto de ley de reforma agraria, que saldría adelante en 1984 con los votos a favor solo de sus impulsores. La primera y última Ley de Reforma Agraria andaluza contemplaría tanto el apoyo a la mejora productiva de las explotaciones que lo requirieran cuanto la expropiación y/o compra de tierras para su reparto entre los jornaleros. Sin embargo, la ejecución de la reforma pivotaría pronto hacia la primera medida, convirtiendo en testimonial la segunda, especialmente a partir de 1991, evidenciando la renuncia del socialismo andaluz a la reforma agraria como instrumento transformador de las áreas rurales.

During the transition to democracy, the main Andalusian political parties decided to incorporate in the Statute of Autonomy the obligation of the Autonomous Community to promete an agrarian reform. That agrarian reform should allow, among others advances, the correction of the asymmetric agrarian structure and the full employment in the countryside. The statutory mandete obligated to the Spanish Socialist Labour Party –PSOE, winner of the first regional elections of 1982, to submitt to the Andalusian Parliament a law project of agrarian reform. It would be approved in the chamber in 1984 only with the votes of the promoting party. The first and last Andalusian Agrarian Reform Law contemplated both the support for the productive improvement of farms that required it and the expropriation and/or purchase of land for distribution among agriculture labours. However, the execution of the reform would soon pivot towards the firs measure, making the second testimonial, especially since 1991, what evidenced the Andalusian socialism`s renunciation of the agrarian reform as a transformation instrument for the rural areas.
