A produção da moradia em pequenos municípios paraenses: Um estudo sobre o programa nacional de habitação rural

    Este trabalho apresenta uma análise sobre o direito à moradia no âmbito rural em pequenos municípios paraenses, por meio do Programa Nacional de Habitação Rural (PNHR), destacando as especificidades relativas à realidade da Amazônia, com enfoque nas particularidades e na realidade local. O objetivo é demonstrar as respostas apresentadas pelo Programa considerando os aspectos socioeconômicos das famílias nessas áreas e as respostas que a política/programa apresenta em suas normativas e parâmetros legais. O estudo apoia-se em referenciais teóricos sobre a política habitacional no Brasil e na Amazônia e sobre a produção da moradia no Pará. A abordagem teórico-metodológica da pesquisa é norteada pelas categorias do Materialismo Histórico e Dialético, e realiza apontamentos em direção ao movimento dialético que articula a universalidade-particularidade-singularidade do objeto em pesquisa, ou seja, os elementos constitutivos da questão habitacional rural. A pesquisa divide-se em bibliográfica, documental e de campo, particularmente nos municípios de Abaetetuba, Santa Isabel do Pará e Soure-PA. Os resultados apontam que o PNHR vem contribuindo com acesso à casa, mas contraditoriamente, volta-se aos interesses do mercado imobiliário, que homogeneíza e desconsidera as realidades diversas e singulares dos pequenos municípios.

    This paper presents an analysis of the right to housing in rural areas in small municipalities in Pará, through the National Rural Housing Program (PNHR), highlighting the specificities related to the reality of the Amazon, focusing on particularities and the local reality. The objective is to demonstrate the responses presented by the Program considering the socioeconomic aspects of families in these areas and the responses that the policy / program presents in its regulations and legal parameters. The study is supported by theoretical references on housing policy in Brazil and the Amazon and on housing production in Pará. The theoretical and methodological approach of the research is guided by the categories of Historical and Dialectical Materialism, and makes notes towards the movement dialectical that articulates the universality-particularity-singularity of the object under research, that is, the constituent elements of the rural housing issue. The research is divided into bibliographic, documentary and field, particularly in the municipalities of Abaetetuba, Santa Isabel do Pará and Soure-PA. The results show that the PNHR has been contributing to access to the house, but contradictorily, it turns to the interests of the real estate market, which homogenizes and disregards the diverse and singular realities of small municipalities
