La inteligencia cultural como herramienta para las Fuerzas Militares de Colombia

    Las guerras de cuarta generación que Estados Unidos debió luchar en Afganistán e Irak durante la primera década del siglo XXI pusieron de relieve un hecho fundamental: las guerras asimétricas e irregulares no se pueden ganar sin contar con el apoyo de la población.  Por tal motivo, las acciones psicológicas y cívico-militares forman parte fundamental de la estrategia en este tipo de conflictos. Sin embargo, sin una aproximación cultural que permita comprender las dinámicas sociales no es posible que estas estrategias tengan éxito. De ahí la importancia de incorporar el concepto de inteligencia cultural como un proceso complementario en el ciclo de inteligencia militar, que permita obtener una ventaja estratégica ante las complejidades del entorno sociocultural.  Desde esta perspectiva, la inteligencia cultural resulta una herramienta útil para el contexto del conflicto armado de Colombia, el cual se caracteriza por una profunda fragmentación cultural entre las diferentes regiones del país.

    The fourth generation wars that the United States had to fight in Afghanistan and Iraq during the first decade of the 21st century highlighted a fundamental fact: asymmetric and irregular wars cannot be won without the support of the population.  For this reason, psychological and civil-military actions form a fundamental part of the strategy in this type of conflict. However, without a cultural approach that allows understanding the social dynamics, these strategies cannot be successful. Hence the importance of incorporating the concept of cultural intelligence as a complementary process in the military intelligence cycle, which allows obtaining a strategic advantage in the face of the complexities of the socio-cultural environment.  From this perspective, cultural intelligence is a useful tool for the context of the armed conflict in Colombia, which is characterized by a deep cultural fragmentation among the different regions of the country.
