    Este artículo busca analizar el proceso a través del cual Colombia estructuró su esquema de cooperación internacional hasta la actualidad; se consideran las variaciones que han surgido en su marco jurídico y administrativo por medio de la historia para comprender cómo hoy el país es pionero dentro de la cooperación sur-sur. Se busca, en primera medi­ da, encontrar las motivaciones iniciales que llevaron al país a crear su política de cooperación internacional, para, en un segundo momento, considerar cómo a razón de dichas motivaciones exógenas el país se ve obligado a consolidar su política de cooperación internacional y así evaluar el impacto en un tercer momento de la internacionalización de su agenda, lo cual lo convierte en un líder en la región.  Gracias a dicho análisis se pretende demostrar que, ante la incertidumbre de las negociaciones y del cumplimiento de la hoja de ruta trazada por el gobierno de Juan Manuel Santos en materia de coopera­ción, es imperante para el país repensarse en dichos términos.

    This article seeks to analyze the process through which Colombia has structured its international cooperation scheme up to the present day; it considers the variations that have arisen in its legal and administrative framework throughout history in order to understand how the country is today a pioneer in South-South cooperation. It seeks, first, to find the initial motivations that led the country to create its international cooperation policy, and, second, to consider how these exogenous motivations forced the country to consolidate its international cooperation policy and thus evaluate the impact of the internationalization of its agenda, which makes it a leader in the region.  The purpose of this analysis is to show that, in view of the uncertainty of the negotiations and the fulfillment of the road map drawn up by the government of Juan Manuel Santos in the area of cooperation, it is imperative for the country to rethink itself in these terms.
