Resumen de Historia, disputas y políticas en la organización del ingreso a las universidades nacionales en Argentina

La cuestión del ingreso universitario permanece en agenda para la política del nivel superior desde hace ya varias décadas. Actualmente, en Argentina, la construcción de políticas de ingreso para el nivel superior se enfrenta a la tensión entre su tradición eminentemente selectiva y las reivindicaciones del Derecho a la Educación Superior. Particularmente para el caso argentino, la postulación del Derecho a la Educación Superior resulta reciente y se llega a ella luego de una historia plagada de exclusiones, limitaciones y resignificaciones sobre el rol de la universidad. Por ello, el objetivo de este artículo es presentar un recorrido histórico por la configuración de la universidad pública en Argentina con un especial foco en las políticas y regulaciones dispuestas para el ingreso universitario. El trabajo de recuperación de información bibliográfica se ubica en una perspectiva historiográfica. Se recurrió al uso de normativa referida al sistema universitario, en general, y al ingreso universitario, en particular. También se utilizaron estudios previos de autores que abordaron esta temática. El análisis de estas fuentes buscó observar de qué modo fueron variando los requisitos y las regulaciones para el ingreso a la universidad pública en Argentina. Las conclusiones del trabajo realizado dan cuenta de los momentos de apertura y cierre con respecto al ingreso universitario, así como del desarrollo histórico de la política educativa vinculada al nivel, que permitió pasar de una universidad para pocos a universidades masificadas.

The question of university admission has remained on the agenda for higher level politics for several decades now. Currently, in Argentina, the construction of admission policies for the higher level faces the tension between its eminently selective tradition and the claims of the Right to Higher Education. Particularly for the Argentine case, the postulation of the Right to Higher Education is recent and it was reached after a history full of exclusions, limitations, and redefinitions on the role of the University. For this reason, the objective of this article is to present a historical tour of the configuration of the public university in Argentina with a special focus on the policies and regulations established for university admission. The work of recovery of bibliographic information is in a historiographic perspective. The use of regulations referring to the university system in general and university admission was resorted to. Previous studies by authors who addressed this topic were also used. The analysis of these sources sought to observe how the requirements and regulations for admission to public universities in Argentina changed. The conclusions of the work carried out account for the opening and closing moments with respect to university admission, as well as the historical development of the educational policy linked to the level, which allowed going from a university for a few to mass universities.
