    Este trabajo es una crítica a la implementación de los Objetivos de Desarrollo Sostenible (ODS), particularmente el número 16, centrado en promover sociedades justas, pacíficas e inclusivas, en el contexto de la ocupación israelí de Palestina. El análisis se enfocó en la meta 16.2, que busca poner fin a todas las formas de violencia y tortura contra los niños, y 16.3, que promueve el estado de derecho y la igualdad de acceso a la justicia en contraste con la cotidianeidad de la detención de menores palestinos bajo la ley militar israelí, en el contexto de la ocupación previa a la escalada de violencia.

    Sentadas las bases de la impunidad, la represalia de Israel contra los ataques de Hamas mediante la operación Espadas de Hierro, desdibuja todas las fronteras humanitarias en sus ataques, configurando un genocidio cuyo impacto en la niñez será generacional y que ha puesto en entredicho tanto la respuesta internacional como a las instituciones encargadas de prevenir y resolver conflictos internacionales. El estudio se divide en cuatro capítulos: el primero ofrece una introducción general a los ODS y su relevancia en el contexto palestino particularmente respecto a la situación legal y humanitaria de los menores detenidos; el segundo y tercero analizan el diseño y la aplicación de acciones encaminadas a cumplir con las metas 16.2 y 16.3 en el contexto de la ocupación hasta antes de la escalada de acciones de octubre de 2023 así como las consecuencias éticas y legales de ese incumplimiento; y el cuarto, posterior a ésa fecha, resume los eventos, la respuesta internacional, las consecuencias sociales y humanitarias, abona a la identificación de los crímenes contra la población civil palestina bajo el concepto de genocidio, evalúa el impacto para la población infantil respecto a los Objetivos de Desarrollo Sostenible y reflexiona sobre la responsabilidad del Estado de Israel.

    This work is a critique of the implementation of the Sustainable Development Goals (SDGs), particularly number 16, focused on promoting just, peaceful and inclusive societies, in the context of the Israeli occupation of Palestine. The analysis focused on goal 16.2, which seeks to end all forms of violence and torture against children, and 16.3, which promotes the rule of law and equal access to justice in contrast to the daily routine of detention. of Palestinian minors under Israeli military law, in the context of the occupation prior to the escalation of violence. Having laid the foundations of impunity, Israel's retaliation against Hamas attacks through Operation Iron Swords blurs all humanitarian borders in its attacks, configuring a genocide whose impact on children will be generational and that has called into question both the international response as well as the institutions in charge of preventing and resolving international conflicts. The study is divided into four chapters: the first offers a general introduction to the SDGs and their relevance in the Palestinian context, particularly with respect to the legal and humanitarian situation of detained minors; The second and third analyze the design and application of actions aimed at meeting goals 16.2 and 16.3 in the context of the occupation until before the escalation of actions in October 2023, as well as the ethical and legal consequences of this non-compliance; and the fourth, after that date, summarizes the events, the international response, the social and humanitarian consequences, contributes to the identification of crimes against the Palestinian civilian population under the concept of genocide, evaluates the impact on the child population regarding the Sustainable Development Goals and reflects on the responsibility of the State of Israel.
