    El reinado de Fernando VII es un período de transición también en la Historia de la Administración. Buena parte de él, pese a ser un gobierno absolutista, en especial en la Década Ominosa, también fueron de reformas administrativas con la intención de mantener el sistema político. En ese contexto se elaboró esta Instrucción que recogía la normativa para la organización y funcionamiento del Ministerio de Marina, siguiendo el modelo y la experiencia del siglo XVIII en un momento de crisis del Estado, de la sociedad y de la propia Armada.

    The reign of Fernidand VII is also a period of transition in the History of Administration. Much of it, despite being an absolutist government, especially in Ominous Decade, was also about administrative reforms with the intention of maintaining the political system. It was in this context that this Instruction was drawn up, which included the regulations for the organization of the Ministry of the Navy, following the model and experience of the eighteenth century at a time of crisis in the State, society and the Navy itself.
