Cross-border goals in mediterranean sustainable development: The case of the Servagri Cluster Project

    • A clustering process was stimulated by the common problems deriving from the fragmentationof olive growing companies, need to modernise olive oil supply chains and to share common toolsfor improving quality, traceability, healthiness of the olive oil along the supply chain, safeguardinglocal identities and encouraging small producers into internationalisation. General objective isrestructuring cross-border olive sectors through an Italo-Tunisian cluster of conventional, typifiedand organic olive oil, fully traceable to calibrate production and supply to international standards.Specific objectives: Research strengthening system actions to improve quality standards; Restructuring, strengthening, developing networks of MSMEs and their organisations; Creation of clustering agreements for the marketing of quality oils; Pilot interinstitutional cooperation for harmonising legislative/regulatory standards, capitalisation of its virtual logistics platform. A sustainableproduction system has been based on the participatory method and on fully shared standardsdevoted to high quality, full traceability, food safety and healthiness. Through a work on the field,it has been created a cross-border cluster of olive oil, having produced: quality charter; agreementprotocol; quality manual; transparent labels; umbrella brand registered in both countries; guidelines (collection, defoliation, storage, milling, bottling, waste management, hygiene,…); traceabilityplatform with QR code; cultural tourist itinerary recognised by the Council of Europe; internationalseminars on the impacts of climate change on olive growing; training/information seminar cyclesfor studying the implementation of ISO 22005 chain certification prototypes; disseminationevents. The CLUSTER SERVAGRI offers stakeholders a precious opportunity to "join forces" and itsadded value is increased by the implementation of the SERVAGRI "Quality Platform" which ensures certified parameters for extra virgin olive oils, brought together under the shared umbrellabrand SERVAGRI. This tool of highly innovative contents allows little producers to access all together, in a stable and continuous way, new emerging markets which require safe quality togetherwith large quantities.
