    El presente aporte académico tiene como objetivo describir la problemática que enfrenta el Gobierno de la República del Perú acerca de la necesidad del ejercicio de la representación internacional del Estado Peruano, ante organismos internacionales; asimismo, desarrollar el contenido normativo que puede ser materia de una Ley Orgánica concordante con el desarrollo constitucional motivado y su función de desarrollo constitucional. Por lo que resulta válida la fórmula legal de reforma de la Ley Orgánica del Poder Ejecutivo, donde se regula el ejercicio de la encargatura del “despacho presidencial” y, excepcionalmente, la gestión remota del mismo; esta interpretación se efectúa adecuando el texto constitucio­nal a la problemática vigente y actual, dando soluciones adecuadas y razonables.

    The objective of this academic contribution is to describe the problems faced by the Government of the Republic of Peru in the face of the need for educational represen­tation of the Peruvian State before international organizations, and also to develop the regulatory content that can be the subject of an Organic Law of the Hand with motivated constitutional development and its constitutional development function. Therefore, the legal formula for reform of the Organic Law of the Executive Branch is valid, which regulates the exercise of the charge of the “presidential office”, and ex­ceptionally its remote management, this interpretation is carried out by adapting the constitutional text to the current and current problem, then appropriate and reasona­ble solutions.
