El objetivo fue evaluar el papel que ha tenido la corrupción en la gestión de las Asociaciones Público Privadas: Caso Majes Siguas, 2017–2023. La metodología fue básica, cualitativa, de estudio de caso articulado con entrevistas semi estructuradas a 10 funcionarios especializados en el tema de APPs. Los resultados mostraron que 9 de cada 10 complicaciones están vinculadas con la afectación al presupuesto público y las subcategorías vinculadas a corrupción explican el problema de la paralización son las responsabilidades administrativas (55%) y civiles (52%). Se concluye que la corrupción no se presenta como el aspecto más representativo para explicar la paralización del megaproyecto Majes Siguas, sino que este es la afectación del presupuesto público.
The objective was to evaluate the role that corruption has had in the management of Public Private Associations: Majes Siguas Case, 2017–2023. The methodology was basic, qualitative, a case study articulated with semi-structured interviews with 10 officials specialized in the subject of PPPs. The results showed that 9 out of 10 complications are linked to the impact on the public budget and the subcategories linked to corruption that explain the problem of paralysis are administrative (55%) and civil (52%) responsibilities. It is concluded that corruption is not presented as the most representative aspect to explain the paralysis of the Majes Siguas megaproject, but rather it is the impact on the public budget.
