La construcción de una respuesta sostenible ante el reto migratorio

    Los problemas derivados de las oleadas migratorias llegadas a la Unión Europea (UE) a través del Mediterráneo, desde la denominada crisis de los refugiados de 2015, han incidido en el desarrollo de su gestión. Con el fin de repasar la evolución del impacto migratorio a lo largo de la historia, este artículo comienza revisando las primeras instancias de movilidad de los flujos humanos para profundizar en las tendencias migratorias del siglo XX, así como en los cambios experimentados en el siglo XXI. Seguidamente, aborda el impacto que ha tenido el crecimiento de los flujos migratorios hacia la UE, tanto en el modo en el que la población los ha percibido como en los términos con los que se han visto representados en los discursos transmitidos en los medios.

    Igualmente, explora la influencia del fenómeno migratorio en el ámbito legislativo, examinando este último aspecto a nivel internacional, europeo y nacional. A continuación, estudia la evolución de las garantías de los derechos de quienes migran en la jurisprudencia europea. Por último, partiendo de la teoría de juegos, la gobernanza multinivel y la Agenda 2030, indaga en las vías de gestión capaces de convertir al fenómeno migratorio en una oportunidad a través de la que resolver los retos a los que se enfrenta la UE con el fin de mantener, e incluso incrementar, el bienestar social.

    The problems derived from the migratory waves arriving in the European Union (EU) through the Mediterranean, since the so-called refugee crisis of 2015, have affected the development of its management. In order to review the evolution of the migratory impact throughout history, this article begins by revising the first instances of mobility of human flows to delve into the migratory trends of the 20th century, as well as the changes experienced in the 21st century. Next, it addresses the impact that the growth of migratory flows towards the EU has had, both in the way they have been perceived and in the terms of the discourse used by the media to represent them.

    Likewise, it explores the influence of the migratory phenomenon in the legislative field, examining this last aspect at an international, European and national level. Next, it studies the evolution in European jurisprudence of the guarantees of the rights of migrants. Finally, based on game theory, multilevel governance and the 2030 Agenda, it investigates the management paths capable of turning the migratory phenomenon into an opportunity through which to solve the challenges facing the EU in order to maintain, and even increase, social welfare.
