Resumen de Políticas inclusivas para a educação especial: conceitos e marcos legais

  This article aims to understand the normative organization of special education after the enactment of the Federal Constitution of 1988, nationwide and in the State of Mato Grosso do Sul. Documentary and bibliographical, the research was carried out from official texts, such as: National Education Plan (2014-2024), State Education Plan of Mato Grosso do Sul (2014-2024), Federal Constitution (1988), Law of National Guidelines and Bases (1996) and resolutions, public notices and other publications related to the sphere of the State Department of Education of Mato Grosso do Sul. The theoretical framework consists of reviewing texts, articles, books by the authors Dermeval Saviani, Teresa Costa D'Amaral and Evaldo Vieira. It was possible to infer that inclusion does not occur only with the student's presence in the school environment, but with the student's feeling of belonging to the school and his responsibility for the student, providing the necessary conditions for him to feel included.

  Este artigo tem como objetivo compreender a organização normativa da educação especial após a promulgação Constituição Federal de 1988, em âmbito nacional e do Estado Mato Grosso do Sul. De cunho documental e bibliográfico a pesquisa foi realizada a partir de textos oficiais, tais como: Plano Nacional de Educação (2014-2024), Plano Estadual de Educação de Mato Grosso do Sul (2014-2024), Constituição Federal (1988), Lei de Diretrizes e Bases Nacional (1996) e   resoluções, editais e outras publicações relacionadas à esfera da Secretaria de Estado de Educação de Mato Grosso do Sul. O referencial teórico consiste na revisão de textos, artigos, livros dos autores Dermeval Saviani, Teresa Costa D’Amaral e Evaldo Vieira. Foi possível inferir que a inclusão não ocorre apenas com a presença do estudante no ambiente escolar, mas com o sentimento de pertencimento do aluno à escola e sua responsabilidade pelo aluno, proporcionando as condições necessárias para este sentir-se incluso.
